There are two basic methods for fertilizing citrus; i.e., 3-4 times per year, used for most inground trees; and a weak solution often applied with each watering; it is commonly known as "weakly weekly" and is a common procedure with container citrus. I would suspect that 1 tbsp per gallon is for the "weakly weekly" approach; that is, whenever you water. Be careful with the planting mix you use, as you can get salt buildup.

Regarding transplanting, it is best to hold off fertilizing for 2-3 weeks after re-potting. The absence of fertility encourages feeder roots to grow in search of food; and after the roots grow, the leaves and branches start to grow; and that is the time to fertilize.

All great advice, and I would add that the "weakly weekly" is your best bet, with a good flushing every few (3 to 6) months with plain water, to leach out an salts that can build up, will also help keep your container citrus healthy.

Thank you to both of you for your responses! That all makes sense to me. Just continue to water it whenever the soil feels dry right? While inside I can usually go a few days before the soil drys but last fall when I had it outside it seemed to dry out every day when sitting out in the sun.

And as far as soil, I have some Citrus soil I got at Lowes on suggestion of the nursery I got the tree from :)

Yes, and make sure your soil is well draining. I am not that much a fan of bagged soil, as it can become compressed, and end up without the ability to drain well, or, if it becomes too dry, becomes hydrophobic, and will need a significant soaking so water doesn't just run through without soaking the soil. If you search the forum for "511" or "Gritty" mix, you'll see a couple of choices for a good well draining soil mix.
