Lemon trees not growing - HELP?!

Hi there
I planted fresh lemon pips in about November last year. They all came up nicely, but it is now May (the beginning of our very cold winter), and my baby lemon trees do not seem to be growing, and on top of that they are turning a slight yellowish colour. They have been about 4cm tall for the last 5 months. Is this normal, or am I doing something wrong...? Please help?!
I have uploaded a photo of how big they are (and stay).
