Orange Tree-issue w/bud and roots I have PICS

Thanks for reading!! I just got my orange tree-Washington Navel that was grafted to Carizzo root stock. The instructions said not to cover the bud..
1. What is the bud, is that where the roots are originating??
I see lots of thin roots even at the top of the soil that I think aren't supposed to be exposed to air. If I start brushing away soil from around the trunk to expose what I "think" is the bud I also uncover even more of those thin roots before even getting to the bud. They are growing over the top of what I "think" is the bud.
2. How do I expose the bud while keeping all those tiny roots covered?
Any help is appreciated
