Citrus Problems... Help?!

I live in Florida and there are many citrus problems right now. I recently bought a 10 gallon meyer lemon and it has bloomed profusely and has tons of small dime size lemons growing, but the leaves are all starting to turn yellow and it doesn't look healthy. This morning I noticed that about 10 of the leaves at the very top of the tree look like this picture.
Has anyone seen this before? I haven't ever grown citrus in the past and I'm perplexed!
