Best time to remove baby fruit...

On a Meyer for helping with plant growth. Its just not looking happy. The tree has a few super tiny fruit, a couple grape sized, and is currently putting out flowers as well. Does it really matter when to remove, or if I even remove? I really want the tree to focus on growth more than fruit. Best way to encourage more plant growth?

I did bare root the tree as the soil was looking really compacted, so re planted with the same mix my big meyer is in and thriving. The tree was plannted toooooo deep in the previous pot (1.5" of the trunk was under soil) and noticed a few of the roots near the trunk were not looking as good, but other than that, everything looked very healthy.
