All trees doing well with exception of this one

The Meyer in this picture is the only one of about 12 citrus trees that is having any current problems. It is currently getting the same dosage of Foliage Pro that the Satsumas and Kumquats are getting and they are doing just fine with new growth and nice fruit set.

This year we have been unusually cool and damp in my area.
In a 5-1-1 medium. There is new growth midway down the trunk. From reading for the past two years, I know Meyers: Are very heavy feeders and usually need more light than others.

Do I have a fertilizing issue, weather issue, or some combo?

Here is one of the Kumquats that is doing very well.

Currently have:

5 Satsuma
2 Moro
1 Rio Red Grape Fruit
1 Meiwa Kumquat
2 Meyer Lemons
1 Ponderosa Lemon
1 Persian Lime

All are looking good but the 1 Meyer
