Question about lime tree

I have a Key Lime tree that I rescued from HD a couple of months ago and it's been doing well. I'm pleased that it took hold and has started to put out new blossoms. No new growth, yet, though.

Due to its having struggled amidst the other lime trees at HD, it has grown tall and leggy, with the branching over 3' up the trunk. The poor little tree had no soil on its roots at all, but was still alive and putting out blossoms and new growth at HD.

I don't want to prune off any of its branches at the top of the tree (That's the only place they are) yet and there aren't many of them.

My question is: How can I get branches to sprout out lower down on the trunk of this tree? There is no lateral growth anywhere. The whole top of the tree is growing upward.
