How to prune new shoots from a trunk?

My pomelo tree was not well protected last winter, and was nearly dead in spring. I kept pruning off the deal branches to a point the whole tree was just a 2 feet stick in the ground. A couple months ago it started new growth and as shown in the picture you can see three new shoots, and even a single flower growing half way on this "stick". There are no growth on the top at all and I am assuming the tree is dead on top half. My question is, do I just let the new shoots grow without pruning/training (no lead)? And do I need to cut off the top half of the tree? Thank you.
