Sounds like they're rotting.

You have it too wet. Should be damp but not soggy. Put an extra layer of damp paper towels below them for reserve moisture instead of all wet on top. Germinating seeds need oxygen. You may also have to clean the seeds more in a tea strainer under hot running water, if they still feel slippery dip them in diluted liquid chlorine bleach 30 sec. Then wash to remove bleach.

Same for propagating from cuttings, they do better in sandy mix to get oxygen.

Thank you for the replies. I couldn't save them, so I tossed them. On to more lemon seeds ... Lol

I am sure there are lots of better ways to do it, but I just stuck some seeds in potting soil, put them on a heated (germinating) mat, and misted the top a few times a day. Worked like a charm (so far).
