Citrus leaves have yellow on central vein radiating out

Help! I can't remember what nutrient is missing when citrus leaves have a yellow vein that radiates out through all veins. These are meyer lemons and they are only about 3" high and are in pots. I have had them for 5 years and they have struggled at times, mostly in the winter. This spring they had scale so bad- but I used neem oil and I think I have them under control. The last time I sprayed with neem oil was about 3 weeks ago. Should I be checking them on a regular basis for scale? (I realize scale is VERY hard to kill & there might be new generations of them starting). I repotted them last fall and haven't feed them until about a month ago when I put one half of a commercial citrus spike plant food in with them. These are those hard things that are around 5" long and 1.5" wide. Thanks to anyone who can help.
