I see webbing in the top of that first picture. Is there more of that around the tree? Webbing is a sign of spider mites, so if you see it in other areas of the tree, that could be the problem!

I have had spider mites. Is this leaf damage consistent with spider mites? How should I treat them? I had been using rosemary oil/water solution.

That's ,more consistent with thrip and spider mite damage and requires more vigilance to irradictae...

I feel bad..Many people wait until it's way too late before they treat for insects instead of catching them right from the start..
If just one leaf on mine looks anything but nromal, right away the radar goes up and I start looking.

You will probably never see them unless you have blossoms or watch your tree closely 24 hours a day, thrips that is..
Spider mites can easily be seen with a good maginfying glass.

I would do a soil dranch of neem oil solution too and some sort of natural soap..

Is that a scale I see first pic down, top branch, underneath?

How are you making your rosemary mix and how often are you spryaing? How do you spray and how much?
Do you soak the soil too?

My rosemary mixture is 20 drops of essential oil in a 32oz. spray bottle. I was spraying about once a week on the tops and bottoms of the leaves. I sprayed the soil too, but just a surface spray.
I'm not sure about scale either. Should I treat that as well and how would you do it?

Mike, you were correct about the scale. I did a close inspection of some of the damaged areas and found scale. I began treating with alcohol and will follow up with neem oil/soap. The tree has sustained a lot of damage, I hope it bounces back.
