Orange tree

I live in zone 8b, 2 blocks from the beach "Gulf of Mexico".
It is now June 3. I planted a Washington Naval Orange tree back in Feb. It receives Apx. 8 - 10 hrs. of sun.
Was told that it was 2 yr. old.
It bloom beautifully in Mar./April.
In early April I put one citrus spike 2 feet from trunk as per product directions.
In May the blooms fell off and tiny oranges appeared.
Starting June 1 the tiny oranges began falling off,
As of this morning all had fallen except the larges one (apx the size of a quarter).
I water regularly, have mot fertilized, except for the spike.
Mulched with pine bark. Have read that mulch should be kept 6" from trunk.
I will move mulch back 6".
Is the falling of the baby oranges normal?
If not how can I correct it?
My first and only citrus plant.
Any help will be appreciated.
