Mature orange trees not blooming this year

I have 2 mature dwarf orange trees (1 navel and 1 valencia) that haven't bloomed at all this year for some reason. Both trees are ~15 years old, and they have produced 200-300 oranges per tree each year for the past 5-6 years. However, all of a sudden, this year we have no blooms at all!

We haven't changed the way we've taken care of the trees (same fertilizer a few times a year), and the trees/leaves look otherwise healthy (except for lack of blooms). The only thing I can think of that was different this past year is that our region is experiencing an extreme drought.

Could the drought have caused both trees not to bloom at all? Did a lack of water during a crucial bloom/fruit set period cause this?

It's just shocking to go from 200+ oranges to none. Has this happened to anyone before?
