Meyer Lemon Pinch back?

Last fall, because of not enough water, my lemon tree lost many leaves. It then flowered profusely and started making lemons. I removed the tiny lemons and have been waiting for it to releaf itself. It is now outside for the summer and has gotten some new growth (top right half of the picture) and has again gone into flower. At the bottom, there are only a couple of tiny leaves starting on a small 2 inch branch. I was wondering if it would be helpful to pinch out the topmost leaves of the new top growth to perhaps entice the bottom area to leaf out. Also, I assume it will be necessary to pick off all of the newly formed fruit again until the tree decides to grow happily.
