Mandarin Won't Flower

Hi! I've been using this forum religiously for plant information for awhile, but recently decided to make an account because I can't find an answer for my question. Basically, I have a many year old (3-4 years) mandarin (Gold Nugget) tree in a container. It's about 4 feet tall, and looks fairly healthy with dark green leaves. I keep in inside in a sunny window from about October-May (I'm in the North), then put it outside from Late May to October to get some sunshine. I use fertilizer every so often, allow it to dry between waterings, and I've added extra iron on a few occasions. Despite my best efforts, it's NEVER flowered even once. What am I doing wrong? Does it just take awhile?
