I am very new at this, so if anyone corrects me please heed their advice. As far as the "best" fertilizer, I'm not sure. I can tell you what I have used though. It's a fish fertilizer (liquid) made by Alaska. I'll attach a picture of it.

As far as watering goes, my research tells me that Meyer Lemon trees like to have soil that is evenly moist but not overly wet. When I water my tree, I water it until I see a good amount of water coming out of the drainage hole. I make sure to evenly wet the soil at the surface. Afterwards, I allow the water to drain out as much as possible. Meyer lemons don't like having their roots soggy. Each time you water, you should check the soil a little ways down from the very top. The top may be dry, but the soil below may still be moist. If the soil is moist, hold off on watering. I have mine on a once a week watering schedule, but I may need to adjust if the soil doesn't dry out enough in between watering.

Ideally, you'd have a fertilizer with a 3-1-2 and micronutrients for a Meyer Lemon. Out of your list of 3, I suppose I'd pick the middle one @ 4-1-3. It's not ideal, but it's maybe the closest of the three.

Fish emulsion is very unreliable and will never give your tee enough food as it requires. In fact it will clog your soil up over time with repetitive use.
You also risk the chances of soil compaction and yellowing leaves.

I would use a good water solvable one found at your local store that also has calcium and magnesium I use Foliage Pro myself and other use MG and add gypsum and Epsom salts to make up for the lost of nutrients Foliage Pro supplies. There area many good ones others can suggest that they use with success.
