Yellowing Leafs on Tangelo Tree watered by county Reclaimed water

We have a Tangelo Tree which was planted a few months ago and some of the leaves of turning yellow

We also have an orange tree, a couple of lemons and a key lime tree in the yard (all young) and they are not showing the same problem.

Any suggestions would be appreciated. I did put a small amount of fertilizer around the tree right after planting per the instruction of the nursery.

The most common problem for recently planted trees of all kinds is water -- too much or too little.

Check the area of the original rootball to see if it's soggy or dry. (Most likely dry because the roots haven't yet extended into the surrounding soil.)
