potted Meyer lemon tree

I want to use a Meyer lemon in a commercial application on a sunny dining patio. I will visit for watering every other week.
I was thinking of planting the tree in a good size terracotta pot without a hole in the bottom, then placing that pot in a larger glazed pot without hole also. After watering the tree well initially, I would then water by filling the space between the two pots so the water would seep through the terttacotta as the soil beguins to dry out. Will this work or will the plant have "its feet wet" ? Thanks.

I can think of a couple different problems that would arise. Without a drainage hole the plant will have wet feet, and root rot could occur quickly.

Secondly, meyer lemons love food, meaning without fertilizer your plant will decline quickly. The problem is without a drainage hole you will not be able to flush your soil which will lead to a buildup of fertilizer in your container which is toxic to a plant.
