Two lemons trees one will not bear fruit?

Hello Im from Ohio and I have two lemons trees that I purchased from an online greenhouse. I purchased them I believe as cuttings. Well 5-6 years later they have become about 4 ft high and living in 10-15 gal container. I move them indoors during the winter and use T5s to keep them going. The question is one has fruited twice for me. The other will not even produce a flower. They are same height, soil mix, nutrients, appearance. The one that isn't fruiting looks exactly the same as the one that is fruiting? Any ideas? I have thought about foliar spraying with fulvic acid. I didn't get fruit last year but I think they were ravaged in the spring with scale. Well this year the one has started to fruit and the other will not. Could it be a male/female thing. I have attached a picture. (Not the best quality) I will attach a better one later. This is just to show simularity in size.
