More pics...also they seem to have been gone for a little when I watered the tree

Looks kinda like migrating ants. They send out a winged version to establish new colonies. Common in the early summer.
But that's just my guess. Could also be a tiny parasitic wasp, but those are usually solitary.

Ants are a minor nuisance in this form. The wasps would be good, they prey on the bad insects.
