Bearss Lime - Funny "slime" on leaves (pics)

I've been growing a Bearss lime in a container for about a month now. It appears healthy, as several mini limes are growing and it just set a healthy number of flowers.

However, on new growth, a slimy film is appearing on the leaves (please see pics). It does not rub off, and appears on the underside of the leaves as well. It does not appear on the established leaves. By the way, the established leaves appear "dusty" ever since I bought the tree, and I have tried to wash it off to no avail. Not sure if this is related in any way.

Does anyone have any thoughts? Could it be slugs? I do not see any slugs and see no marks on rest of the branch leading to the new growth. Any help and treatment ideas would be appreciated.

That is citrus leaf miner or CLM, just look it up on the forum here. Plenty of organic and systemic treatments can be used to treat it.
