grant onto rootstock sucker?

I have an old unknown mandarin on what might be trifoliate - came with the house. The tree above the graft has bark issues and branches are dying all over the place. I tried water and fertilization but the tree is getting worse. The trunk has a 6 inch diameter so I figure the root system is pretty strong.

Now, below the graft line, the rootstock bark looks fine. A few suckers always pop up and I am wondering if I can graft onto the rootstock suckers as a way of keeping the root system productive (since the grafted tree seems like it's a goner).

Ideas?
