Wax scale bugs infect citrus from ornamental pear?

I have a really big ornamental pear tree in my yard. The birds like the little fruit and it turns colors in the fall so I hate to take it down but it is LOADED with wax scale bugs and I suspect that's not helping my citrus trees. The ornamental pear has suffered damage from a hurricane and is probably at least 20 years old. My soil is a clay with some scattered oyster shell fragments. The clay gets rock hard in the summer and stays wet during the winter so my citrus probably stays stressed. I'm interested in comments regarding the possible value of removing the ornamental pear to help reduce wax scale bugs on my citrus. The scale bugs get pretty bad on my kumquats, and I have significant numbers on my Ponderosa Lemons (as in the foreground). The big dark tree in the background is the pear tree.
