whole tree. very disorganized and leggy. i tried pruning but it grew new shoots everywhere i had just pruned as if to tell me who was 'the boss'!

it is not HLB. You have to have infected ACP's biting your plants. They do not live up there and there are no infected trees up there. I am going to guess that a lack of food is the problem. Nitrogen is the biggest culprit. It appears you have many trunks. That works fine for light fruit like key limes and kumquats, but I think you would be better off with a single trunk. That could be done by breaking off and expanded buds on the other limbs. Eventually the tree will reabsorb the life matter out and let those limbs die. Don't prune them off until the tree is done with them and they are dead.. Last wait a couple of weeks for other perhaps better ideas to come in. There are a lot of people with more experience with citrus trees than I.
