Give it some more time its probably just adjusting itself to the new soil and surroundings. The plant will focus on root growth that will then be followed by foliage growth.. your tree is probably growing under the soil you just can't see it to it starts to reflecting in top growth.

Ben, not to worry. If you transplanted it to a new pot, it is adjusting to its mild transplant shock. And, it has been so very hot here in our area, that our citrus growth will slow down. Just continue to keep watering appropriately, lots of sunshine, fertilizer as you are doing, and you will be rewarded with flush once our temps drop down around 80, again. I am just now seeing another round of flushing starting on my trees, so give it some time. It looks to be very happy, very lush and green. I just potted up a mandarin myself, and it also is just "sitting there" as well. But, I did notice in the nodes some faint bulging, so something is happening, finally. You are going to love this mandarin, I guarantee it. Just so rich and delicious.
