Is exposed root o.k. on Satsuma mandarin?

My young tree has been in the ground for a couple of years, and hasn't yet seemed really happy. I'm trying to adjust water and feeding, but this post is't about that. I notice that there is a small piece of root exposed above ground; not where it grows off the trunk, but about eight inches away from the trunk. Is this possibly contributing to the tree's issues? If so, how do I handle it? I'm afraid if I just cover it with soil, I risk having the soil like cover the graft - which I know is a strict no-no. (THe tree is on a slight slope, and the exposed root is on the uphill side). Hoping I don't have to dig it up and replant!
