Lemon tree doing poorly - again

Hi,

I've got a lemon tree that isn't doing very well. This is my first summer using a fast draining mix - I am using the 5-1-1. I started using it last November, then the tree had some trouble, I got some advice from you guys, and the tree perked up. Then I moved the tree outside (early May) and the leaves gradually turned yellow - some more than others - and they have remained yellow, but they don't fall off. Some leaves kept a little bit of green, but they are now starting to to get yellow blotches. Even some of the branches are starting to yellow. But, the tree has kept 7 lemons and they seem to be doing just fine.

Details:
I use a wooden dowel to test for moisture and I water when it feels dry. I feed every time that I water (FoliagePro 1/4 tea per gallon but occasionally I will double it). I end up watering once every 2-3 days, unless it rains and it has rained alot this year. The pH of the rainwater is around 5 and the tap water is around 6.5.
