citrus lack of progress in growth/insect probelms

I was after advice last year during summer on this thread:

where my main problem was insufficient watering.

I solved the problem at that time and thought I could improve the next year.

During the winter I bought quite a bit of cow manure (it was unfortunately quite fresh, so I spread it thin & turned it several times over several months - by spring, it had aged well).
During spring, I worked on the mulch - hauled loads of reeds and chopped them up with a lawn mower. I "painted" barrier glue on the turnks of all fruit trees. I additionally fed the citrus early in the summer with citrus fertilizer, added iron twice and added diluted vermicompost twice.

I noticed a couple of the small mandarins weren't progressing and saw signs of spider mites, so I sprayed all the citrus twice with natural pyritherins based spray and I thought the leaves livened up but then leaf miner appeared - it looks like an infestation, and they're always reappearing.

Below are some photos - maybe someone can give me a few more suggestions on how to get these citrus trees into better shape.
