its normal. but if you want more growth, then i'd pinch off all the small fruits that develop in the next few weeks, so it focus more of its energy into growth.

Yes I have been fertilizing. I pinched off most of the flowers and see if that helps.

Not sure about oranges; but for Meyer lemons, if you pinch off the flowers, the tree will just make more; but if you leave them to set fruit and then pinch off the fruit, it works pretty well.

I do have a few orange trees of various varieties and I just let them thin themselves.
