Is this possibly a Mg deficiency?

Last fall, I was just learning my meyer lemon's water needs and, because of low water, it lost a lot of bottim leaves. It never really re-leafed other than three new leaves on one bottim branch. Now it seems to be taking on some yellowing. Is this a magnesium deficiency or something else? I fertilize with organic Espoma Citrus-tone 5-2-6, magnesiium content of 0.5%--0.2% water soluable magnesium.
During the winter I fertilized one time/month with 1T according to directions, but this summer, because of more watering, rain storms etc, I have been feeding it twice a month with a bit less. I replaced the soil in the Spring with Al's recipe mix.
I was wondering if both these problems might be due to a deficiency---(refusal to re-leaf and leaf yellowing).
