Dwarf orange tree not healthy or growing

I have a door for orange tree that we moved from a pot into the ground about a year ago. It was doing fairly well shortly after we moved it is even produced about a dozen small blood oranges. We left town for a few months but the people staying in our house watered the plants though not as well as we would've liked. A few brown leaves and dried up oranges were there when we returned. That was about three months ago. Since then we've been taking care of it well watering it twice a week and giving it a bit of fertilizer. The tree hasn't shown any new growth in the last month and a half and half of it is missing leaves and not showing any signs of growing new ones. Please help!
