Citrus black spot or scabs?

Hi there,
Well I have some interesting looking spots on nearly ALL of my lemons and have of my oranges. It started several weeks ago and seems to be worsening as today I found two of my lemons had dropped. From research I'm guessing is either citrus black spot or citrus scabs.

Other than a wicked case of leafminers and some black sooty looking stuff this is my worst problem.

Help please! What is it and how do I get rid of it?

I would guess it is bird damage; birds sometimes get the oil from green citrus peels to put on their feathers to drive away mites.

I'm sticking with my initial diagnosis. A net over the tree when the fruits are small can help a lot to avoid this problem; others hang shiny CD's in the tree or put tinsel-stuff on the limbs to scare the birds away. The reason the fruits fall is because they are damaged.
