Help! What is this new attacker on my Meyer??

Hi All,
My Meyer that has been in recovery for various issues, just had a lovely flush of new growth, and now something is attacking it. Yesterday morning, a couple new tender leaves were rolled and deformed, this morning, many more are. I'm only seeing this weird film, not the actual pest who's making it, although the more deformed leaves from yesterday look like they have leaf miners - which I've never had before.
What can I do to save this new foliage? (I'm hoping not to use any chemicals, the bees are loving the flowers).
I want to start washing this new gunk off, but will wait until I get some expert advice. Thanks in advance!!
