Photos. Your potting soil is too dense, not sure what kind of Osmocote you're using, but it is time release, and should only be applied about 2 times a year, not twice a month. Is it outside, or inside? How frequently are you watering, and are taking care to make sure the bottom of the pot isn't soggy and causing root rot? Please post photos so we can see your tree, it is nearly impossible to assist without seeing how it looks.

My Calamondin grew extremely well - healthy leaves, adding height and girth - and didn't flower for 2 years after purchase. When it did, though, it let loose. I'd say as long as it's growing and looking green keep up the good work and be patient.
