need more info, location to start and pictures

The location is Goleta, CA. I will post pictures later today when I am home from work! Could this situation have occurred simply from not watering enough?

Unlikely. When you post photos, be sure to post several good photos of the trunk. It sounds to me like your tree has been taken over by the rootstock. If you've got lots of branches emanating from the ground, or clearly from below the graft line on the trunk, then your tree is no longer an orange tree, but is whatever the rootstock is. Please also be sure to take some close up photos of the leaves. If they are in three's, then for sure it's trifoliate rootstock, and your grafted cultivar has either died, or has been overwhelmed with rootstock sprouts.

when you say "taken over" do u mean the root stock rejects the tree thats grafted to it or the tree thats grafted to it dies and the root stock then comes up? is it possible if suckers arnt cut that u can actually have 2 types of tree at the same time because ive herd of this happening.

and im gonna assume its in ground because it was there when u moved in and not in a container left behind?

I think the tree wasn't watered much by the previous tenants. I have started giving it 12-24 hr drip watering periods 2-3 times/week. No knowledge of any fertilizer applied to the tree. The location is Goleta, CA. The tree does not get very much sun (I would say no more than 3 hrs of full sun, and the rest of the day partial sun).

In other news, It looks like it has responded favorably to the waterings already. The leaves are still pretty yellow, but there are now a number of tiny, very green fruits on the tree.
