I would continue using a good time release per the product's label. You can also water, then follow with an application of Dyna Gro Foliage Pro as well, especially during your rapid growing times. Sounds to me like you're doing just fine. Don't have photos so can't comment specifically, but it sounds like the tree is doing well and what it should be doing. Blossoms tend to come in late winter/early spring, but lemons can bloom off and on all year long. So, I would apply your fertilizer when you start to see leaf flush, usually in early spring, the follow up with another application per the label instructions.

my variegated Eureka blooms from December - March, typically. Mine is indoors for most of that time, though, so that may skew the bloom period a little.
