grow light : lumens & kelvin for citrus

Hello,

Today I google about how much light plants need to be happy in winter so I can buy a grow light for citrus tree. And i found couple of important factors which are lumens and kelvin.

Kelvin = light colour, and lumens = amount of light / brightness
I read some where the plants need different Kelvin in winter (cold/blue) and summer (warm/orange). Lumen, higher values are better.

Since you know that the special grow light is very expensive, so i started looking for good values of lumens and kelvin in ordinary bulbs. I found low energy 45W CFL bulb with 540 lumen and 4000 Kelvin only for 8,5 dollars.

I am attaching a pictures and please guide me what will be the suitable ratio of lumen and kelvin for a citrus tree with 65 cm height, only 3 semi bushy branches considering winter/indoor environment.
