Look first in the produce section of an upscale supermarket; they often have kumquats, but you have to look closely or ask. The local fruits probably won't be ready to harvest or get seeds for a cupla months. The problem with growing them from seed is that the root, like a Meyer grown from seed, is kinda weak; but that's not a big problem for a potted plant.
