Sooty Mold on Lemon tree

Hey there fellow gardeners,
I registered on this forum because my lemon tree has been covered with some kind of "Sooty Mold" or something similar since May. I have asked several garden shops, bought and used several products but nothing seem to help, I have used several insecticides and white oil (not sure if it called like that in English)... Tree is 28 years old, it's always been very happy and provided us with tons (literally) of lemons, it is exposed to sunlight almost all day and it is given water only when the top coat is dry.
Leaf Underside is covered with black hard spots with a white base right where they touch the leaf itself, while the upper side is covered with a brownish dust, touching either side makes the tiny insect walk away.

P.S: same thing has spread on a mandarin tree and several rose plants...
