Another Meyer Lemon Cutting Question

There is a 8-10in greenwood branch shooting up from the top of my tree towards the grow light. I have wanted to take this branch as a cutting so I can lower the grow light a bit so the tree can get stronger light. Also the tree is still a bit lopsided since it lost many branches last winter, so I was hoping removing this shoot would spur lower growth on the open side of the tree.

Since I recently fertilized, lots of new growth is coming out around the tree and from this top branch. I was waiting to see if any of this new growth on the cutting branch would be buds, but this hasn't happened. Should I remove these new top growths before I take it as a cutting? I know when I take cuttings I should remove most of the bottom leaves, but not sure about removing brand new growth.

I will attach pics. The leaves look orange/yellow because of the grow light.
