1 Tablespoon dawn dish soap.
1 gallon water
1 sprayer capable of a fine mist
I use an empty bottle of "can't believe its not butter"

Spay the plant and the insects around the tree.

You probably will have to spry more than one over the weeks.

Rather than Dawn it's recommended that you use Dr Bronner's peppermint soap. If the soap treatment is unsuccessful, get some neem oil and you local garden center and spray as instructed on label.
