Lime tree has brown split ends

I can't seem to find the culprit of this at all.... but my my lime tree's leaves are fracturing at the end and not growing any further...

I'm not an expert but here a few questions
1. is it sitting in a drip pan: if so dont use a drip pan
2.is it rootbound? if so repot into one or two sizes into a light but good potting soil search for al's girty mix
3.check if the soil under is still wet don't water unless your half of the index finger is dry then water
4.how much sunlight does it receive?
5.what fertilizer do you use?
