A regrowing orange tree and a small meyer lemon

The first plant from the pictures is an unknown orange tree. It was several years old and fairly tall. After accidentally being removed it is growing back. I don't know for sure the plant was grafted. Are both of these stems growing from the root stock, and I should remove both of them? Or is it even possible to know.
The second plant is a young meyer lemon. From what I know about suckers one of the stems from this plant is from the root stem, and should be taken off. It is just difficult to tell because the stems are so close together.
Generally, the sucker has larger thorns and individual leaves? Does the age of the plant change whether you remove the sucker, or do you ever not remove a sucker?
