Pests on Orange Tree

I just moved into a house that has an orange tree. It looks like it hasn't been well maintained and I am trying to learn how to care for it. I just noticed today that there seems to be some kind of pest on the bottom of the leaves. Does anyone know what this is and how to remove it? I have posted photos.

Another question, the oranges look quite odd. Many of them have large holes kind of like navel oranges, but oddly shaped on the bottom. Does anyone have any idea what kind of oranges these are or why they would look like this?

The white fuzzy stuff is likely woolly whitefly. A common pest of citrus in your region.

The openings in the oranges look fine. They're navels.
