lemon tree seedling wilting and brown blotches

Hello community! I've been growing my lemon tree from a seed. So far it was been good. I put it outdoors in the spring summer months and indoors during the fall winter. This is coming up on the second fall. I brought it in and it was doing well. It even grew two new leaves. I noticed some brown spots on it so i decided to plant it in a different container. This time I used a younger plant potting soil. I then added a bit of fertilizer. Since then it wilted and I took out the fertilizer I had sprinkled into areas around the root at "trunk" base. I watered it some and keep a 45 watt bulb on it most of the day. Good 8 hours. I'm not sure why it is wilting. I'm very new to growing lemon trees.
