first thing is take off all the fruit; give it plenty of light, a light dose of fertilizer, water and prayers.

And, re-pot it with better draining potting mix and in a bigger pot. Search our forum for "gritty mix" or "511 mix", and use one of those recipes for your mix. LOTS of sun, outside if you can (during the day if temps are over 50). And, I would use Dyna Gro Foliage Pro for your fertilizer, as it is a very safe choice for container citrus. I would use 1/2 strength with every watering until you start to see some recovery (leaf flush), then move to full strength with every watering. Lastly, I would inspect very closely for any insect infestation. When a tree is really stressed, it can be very susceptible to insect infestation. Or, you can already have insect attack and they is adding to the tree's poor growth. Look for spider mite and/or scale. Those are usually the two biggest offenders for indoor citrus.

Absolutely change the soil mix and repot based on root mass.
