Do not dry them. Rinse the seeds in water with a small amount of bleach; then put them in ziplock bag and store in the bottom/rear of your refrigerator, until you are ready to plant. Plant the seeds 1/2 inch deep in moist soil; cover with plastic wrap and keep them warm; you should get germination in about 2 weeks.
I should add that, because a Meyer is a hybrid, a tree grown from a Meyer seed will not be a Meyer lemon; it might be very close, or it could be something entirely different; and you won't know what you have for 7-10 years, as that is the time needed for most seedling lemons to produce fruit.

I tried another approach. I peeled the protective layer from the seeds and folded them into a moist paper towel and stored them in a Ziploc back. Should have germination within a week or two.

I too peel off the outer layer I've found much more reliable germination this way and less rotting of the seeds. A heated propagator works well for me but might not be needed in warmer climates.
