fungus gnats on citrus trees

Good afternoon all citrus lovers. I was wondering if anyone has had any success with getting rid of what I believe are fungus gnats. They are small flying bugs that are mostly in the soil and around the pot of the plant. They have moved from one tree to the other in droves. I tried spraying a neem oil solution, but after more research, realized that wouldn't work. So I have now tried the hydrogen peroxide route. I used 3% hp at a ratio of 1/3 a gallon to water. One application had not worked. My trees are just putting out new bus and leaves after allot of hard work and research on lights and bringing then inside. Please help!!!!!!!
