Citrus Cocktail.. Question... Challenge can it be done

I have made sure to read and scour as much as I can about this subject before posting... so I would not be asking a question asked many times.

I am in Seattle.. Zone 8.. the months of Dec-May are pretty dreary.
I currently own a 5-in1 Apple tree from Raintree.. and a 4-1 Cherry (tho two broke off in the move.. so 2-in-1.. also Raintree)

One thing ALWAYS been of my list is the Citrus. When visiting family in CA I have marveled at the smell and luckiness or picking your own.
My Question(s) IS....
I am looking to "design" the varieties of Citrus since It is not even offered here in the NW to purchase...

How would I do this (having one made for me)..??

Which rootstock would I use for zone 8?

What sort of cost would I be looking at?

I am looking for something small, as it would be a container plant. I also have read the warnings about one overtaking the rest. Since this will be a small(ish) plant I would be able to tend to it regularly. How could I make this happen.. And YES I am TERRIBLE at grafting myself.

The varieties would be..
1. Ponderosa Lemon
2. Moro Blood Orange (or another delicious type)
3. Improved Meyer Lemon
4. Key Lime
5. Valencia Orange (or even something even sweeter)

Is there any suggestions.. or someone on the forum able to help me with this? I looked at CCCP.. but it is a one-off.. not an orchard I am planting. Help??
