Brown scale. You can hand-remove using a q-tip and rubbing alcohol on the q-tip (careful not to over-do the rubbing alcohol). Neem oil applied every 6 to 7 days until they are all gone will do it. And, if you want, you can also apply Bayer Advanced Fruit, Citrus & Vegetable Insect Control as a systemic (Imidacloprid). They are hard to get rid of, so be persistent. And, check all your other indoor plants, as they may also be infested and spreading the scale to your citrus trees (or vice versa).
How long after using the systemic insecticide is the plant/fruit edible?
I use hand picking/crushing to control insects the size of yours or larger. Aphid and similar, I use 1 tablespoon of dawn in a gallon of water. For badly infest new growth I break off the top down to the nearest acceptable leaf. A twisted contorted leaf of size still produces food for your tree. The mangled limb to the center left had 2-3 inches of the tips removed and crushed to kill the infestation. The remaining mangled but functional leaves are good for the tree. By leaving the leaves on the tree I retain 4 inches of limb to branch out from when the tree grows again. This should cover almost any problems except spider mites.
